ANA Member Mary Naylor Appointed to MedPAC

As you may be aware, nursing leader and ANA member Mary Naylor, PhD, RN, FAAN, was recently appointed to be a commissioner on MedPAC, the Medicare Payment Advisory Commission.  MedPAC is charged with advising Congress and CMS (the Centers for Medicare & Medicaid Services) on Medicare and Medicaid policies, including annual payment updates for the Medicare prospective payment systems – such as the Physician Fee Schedule, which covers the reimbursement of APRNs (advanced practice registered nurses).  MedPAC also develops policies and recommendations to improve the costs, quality, and access of care.  Jennie Chin Hansen, RN, MSN, FAAN, President of AARP, is also a current MedPAC commissioner.   

ANA was proud to lead a coalition of nursing organizations in nominating Dr. Naylor, a renowned leader in the development of the Transitional Care Model for transitioning elder patients between acute and long-term care. Dr. Naylor has devoted much of her career to improving the quality of care, decreasing unnecessary hospitalizations, and reducing health care costs for vulnerable, community-based elders.  She is currently the Marian S. Ware Professor in Gerontology, and Director of the New Courtland Center for Transitions and Health, at the University of Pennsylvania School of Nursing.  Dr. Naylor and her team have conducted NIH-funded research testing and refining the Transitional Care Model, an innovative approach to address the needs of high risk chronically-ill elders and their family caregivers. 

Dr. Naylor also serves as the National Program Director for the Robert Wood Johnson Foundation sponsored Interdisciplinary Nursing Quality Research Initiative.  She was elected to the Institute of Medicine of the National Academy of Sciences, is a member of the RAND Health Board, and serves on the National Quality Forum Board of Directors.

The other newly appointed members are Scott Armstrong, President and Chief Executive Office, Group Health Cooperative; Katherine Baicker, PhD, Professor of Health Economics, Harvard School of Public Health; and Cori Uccello, Senior Health Fellow of the American Academy of Actuaries.  The new appointees’ terms expire in 2013.  In announcing the appointments, Gene Dodaro, Acting Comptroller General and head of the Government Accountability Office, noted that the “four new individuals selected will bring impressive credentials and valuable experience and insights to the commission.”
